OVERVIEW
Todd Poole is president, founder, and managing principal of 4ward Planning Inc., with 30 years of economic development experience, both as a private sector consultant and a public sector practitioner. Specifically, Todd has extensive experience in the following areas: comprehensive and master planning, transit-oriented development, economic and fiscal impact analysis, regional transportation planning, redevelopment and neighborhood revitalization, park and trail revenue analysis, adaptive reuse, and development advisory.

Development Advisory
Todd and his team are providing land-use market and feasibility study recommendations for College Township, Pennsylvania’s commercial and industrial zoning districts. Todd was recently hired by the Village of Patchogue, New York, to provide market analysis, real estate analysis, and financial/fiscal feasibility analysis services for its West Main Street Market Study. -
Adaptive Reuse
Todd and his team were hired by the Commonwealth of Pennsylvania to provide a market study and fiscal impact analysis for the prospective redevelopment of the Norristown State Hospital. Todd and his team also prepared a highest and best-use analysis for the continued redevelopment of St. Peter’s Village, located in Chester County, PA, and listed in the National Register of Historic Places. -
Park & Trail Planning
Todd and his team are providing revenue generation analysis services in support of the Riverfront 47 Park, Trail, and Open Space Master Plan. Todd was recently part of a team commissioned by North Delaware Riverfront Parks to guide investment in and development of six existing riverfront parklands and two undeveloped park parcels located north of Center City Philadelphia along the Delaware River. -
Redevelopment & Neighborhood Revitilizarion
Todd and his team assisted the Department of General Services Bureau of Real Estate (DGS)/Department of Human Services (DHS) in determining the highest and best use of the Norristown State Hospital property. Todd conducted a market analysis to identify key regional market drivers and prospective development opportunities within downtown Cortland, New York, in support of its downtown revitalization initiative. -
Economic & Fiscal Impact Analysis
Todd was hired by the Long Island Regional Council to analyze the economic and fiscal impacts associated with 15 years of public sector investments in the Village of Patchogue. The Keystone Conservation Trust recently hired Todd to conduct an economic impact analysis for a $21.7 million ecosystem restoration project within the Little Conemaugh River watershed. -
Transit-Oriented Development
As part of a consultant team, Todd and his team were hired by NJ Transit to assess bicycle and pedestrian accessibility at six selected rail, light rail, and/or bus stations within the North Jersey Transportation Planning Authority (NJTPA) region. The Town of Enfield, Connecticut, hired Todd to conduct a comprehensive economic development study of its Thompsonville neighborhood, with a focus on transit-oriented development. -
Comprehensive Master Planning
Todd is providing demographic and market analysis services to the Boroughs of Braddock, East Pittsburgh, and North Braddock in support of their joint comprehensive plan. In collaboration with the New Jersey Sports and Exposition Authority, Todd and his team were hired to complete an update of the 2004 New Jersey Meadowlands Commission (NJMC) Master Plan. Todd and his team were recently hired to provide demographic and market analysis services to Greene County, Pennsylvania, in support of its comprehensive plan update.
